I intentionally stay off my PC most Tuesday evenings knowing they do this at it also annoys me - but at least it is 'scheduled' so you know it's coming.
Last night I logged off by 7pm just so I wouldn't have to deal with it.
Why they can't do the maintenance in the early AM is something I never understood either...
All in all that's a minor inconvenience though. Steam is basically a one-stop-shop for PC gamers so the positives outweigh this one negative in my opinion.
